Sergeant Timothy Fedor
Trumbull Police Department

In March of 2001, Sergeant Timothy Fedor joined the Trumbull Police Department after serving as a Correctional Officer for the State of Connecticut, Department of Corrections. Initially assigned to the Patrol Division, he eventually became a School Resource Officer for the Trumbull Board of Education after displaying a knack for working with youth. Later, he transitioned to the Detective Bureau, where he handled various criminal investigations. Presently, Sergeant Fedor is responsible for overseeing the training requirements for all sworn officers and civilian employees in his role as the Training and Community Resource Division’s head.

In addition to his regular duties, Sergeant Fedor is an Assistant Team Leader, Tactical Medic, and Police Instructor for the Southwest Region Emergency Response Team. He is also an adjunct instructor for municipal police academies and a coordinator for tactical-based training.

As the President of the Fairfield County Police Training Officer Association, Sergeant Fedor oversees the activities of this organization. He was a past director of the Northeast Regional Law Enforcement Educational Association, where he supervised police cadet programs throughout New England. Sergeant Fedor has a Master’s degree in Criminal Justice from Sacred Heart University in Fairfield and serves on several committees representing the law enforcement community at the national and state levels.

Sergeant Fedor has received numerous awards and recognitions for his outstanding contributions to the field of Criminal Justice. He was notably honored with the United States Attorney’s Community Policing Award. In December of 2022, he was promoted to his current rank.

Lieutenant Michael Libertini
Bethel Police Department

Michael Libertini is a Lieutenant with the Bethel Police Department.  Lieutenant Libertini was hired in 2001 and has served as a Patrol Officer, a Field Training Officer, and was assigned to the Emergency Services Unit in 2005. In February of 2007, he was promoted to Sergeant and supervised the day shift for many years. In August of 2014, he was assigned to the Detective Division as Detective Sergeant until being promoted to Lieutenant in September of 2015. He currently is in command of the Professional Standards Division which encompasses the Training Unit and CALEA Accreditation, as well as other various assigned duties.  As the Accreditation Manager, he just recently successfully guided his department into their third CALEA Accreditation Award.

Besides being the Professional Standards Commander he is a Police Instructor who holds several certifications including Firearms and Use of Force. He is Force Science Certified by the Force Science Institute and is passionate about officer safety in the field.

Lieutenant Libertini has attended several FBI command level courses.  He implemented his department’s in-car and body camera system as well as redesigning the department’s firearms training program.  This included, most recently, a transition to a new duty pistol incorporating a red dot optic and developed a training program to accompany this new sighting system.

Lieutenant Libertini holds a Bachelor’s Degree in Arson Investigation from the University of New Haven and a Master’s Degree in Criminal Justice from Boston University.

John McDermott joined the Newtown Police Department in 2008, rising through the ranks with dedication and excellence. As a Patrol Officer, he served as a Field Training Officer, Crisis Intervention Team member, and Cadet Advisor for over a decade. Promoted to Sergeant in 2022, John’s leadership skills were further recognized when he was assigned to the Professional Standards Division in 2023. With a commitment to upholding the highest standards of professionalism, John continues to serve his community with integrity and distinction.

Chief David M. Kullgren stands as a pillar of leadership and integrity as the sixth Chief of Police for the Town of Newtown, CT. With over 22 years of unwavering dedication to the Newtown Police Department and a total of 31 years of invaluable experience in law enforcement, Chief Kullgren’s journey embodies a commitment to excellence and service to the community.

Born in Mount Vernon, NY, Chief Kullgren’s roots took hold in New Milford, CT, where he completed his high school education. His academic pursuits reflect a passion for continuous learning and professional growth. Armed with a Master’s degree in Law Enforcement Administration from Fairleigh Dickinson University, a Master’s certificate in Leadership from the University of Virginia, a Bachelor’s degree in Graphic Design from Western CT State University, and an Associate’s degree in Engineering from Wentworth Institute of Technology, Chief Kullgren’s diverse educational background equips him with a broad perspective and depth of knowledge in both law enforcement and leadership principles.

Chief Kullgren’s career at the Newtown Police Department has been defined by a steadfast commitment to excellence and progression. Beginning his journey in 2001, he has navigated through various roles including police officer, traffic unit officer, patrol sergeant, and administrative lieutenant. Each role has provided him with unique insights into operational management, community engagement, and strategic leadership, further shaping his approach to law enforcement.

On January 25th, 2022, Chief Kullgren was appointed as the Chief of Police, a testament to his exemplary service and leadership within the department. His appointment signifies not only his individual accomplishments but also his dedication to upholding the values of integrity, professionalism, and community partnership. As Chief, he remains resolute in his commitment to fostering collaboration, enhancing public safety, and serving as a beacon of trust and accountability within the Newtown community and beyond. Chief Kullgren’s leadership continues to inspire and set the standard for excellence in law enforcement.
